Leiptr (Mt 16) Allows unit to counterattack regardless of range.
(Refined) At start of combat; if Special is ready, grants Def/Res + 6 to unit and survives any fatal attack if unit's HP is more than 1.
Wrys - Kindly Priest
Wry's Staff (Mt 14) After combat if unit attacked; inflicts Spd - 7 to foes within 2 spaces. If unit initiates attack; fully restores unit HP.
(Refined) Dazzling or Wrathful Staff + Unit cannot receive more than 12 damage per attack (18 including Special)
Saizo - Angry Ninja
Saizo's Shuriken (Mt 14) Inflicts Def/Res - 6 to foes within 2 spaces after combat.
(Refined) HP + 3, Inflicts Atk/Spd/Def/Res - 6 to foes within 2 spaces. When Special triggers, boosts damage dealt to foe by 50% of damage dealt to unit, after combat; inflicts the damage dealt to foes within 2 spaces (cannot reduce HP to 0)

The units from fates could have effects similar to their named weapons or personal skills, those like your Saizo idea.

Cute Cutter (16 Mt) Accelerates special cooldown - 1
(Refine) omni bond when adjacent to a female unit.
Nina - Eye Spy
Nina's Bow (14 Mt) Calculates damage based on the lower of the foe's defense or resistance.
(Refine) omni bond during combat if two allied units are male.

Soliel - Having omni bond seems to balance out her average bulk. why not just push in a set of atk/spd bond when adjacent to a female unit, a stronger bond at that? most people uses her with LnD3 anyway (which depletes her bulk on enemy phase)
Nina - I could see Nina with a nice omni bond of + 3 (barring Def), but the condition is very situational; especially if two males unit are required.

I really like Siazo's actually, the splash damage may be too much but it's a good way to bring in his person a skill.
You've came up with the same solution I did for unique staffs, they're refinable for either Wrathful or Dazzle but both give the special refine regardless. This prevents the problem of giving the prf staff one as a base effect which would annoy those who inherited that one as a B skill.
I raise you:
Elise: Stick with the base Gravity effect which can be refined to Wrathful or Dazzle, both giving the special refine of Live to Serve (her native B skill) or a hybrid mixing Gravity with another staff effect, maybe Absorb or Panic.
Sakura: Much like Elise, keep her base Fear effect and a Wrathful or Dazzle refine would give the special refine of Renewal 3, referencing her (I think) cannon promotion to Priestess being the class to learn it, to help as an already fairly bulky healer. Could go hybrid staff like Elise.
Kagero: Give her a new, stronger Poison Dagger with 8 might to match the Kitty Paddle (or just brake it with 14 might, I want her too be good). She had ‘Kagero’s Dart’ in Fates that was up critical so the special refine would be reduced cooldown of -1 per attack against infantry foes like Felicia’s Plate vs magic targets.
Good ideas? Overpowered? Underpowered?

Fates character have some kind of personal ability that only given their presence may use.
Elise > in the fates game Elise was a supportive cavalry unit; sporting Drive Atk/Def/Res + 3, live to serve is a nice bonus.
Sakura > like Elise but supports better defensively; Drive Def/Res + 4, maybe live to serve ?
Kagero > I actually did a kagero earlier with a similar effect to Missiletainn (Ophelia Blue Tome) that accelerates special charge by 1 per each infantry unit on map.
Her personal skills in fate targets dagger user; not sure if its really useful when we already have daggerbreaker 3. Or make her a dagger only counter niche?
