Now that I want to upgrade Ninian's Light Breath+, I was thinking a buff skill wouldn't be best as her C passive anymore because of her refined weapon's effect of boosting everyone's stats by 5. But then I realized it only triggers when Ninian attacks, which isn't often becuase she's not very strong, so a buffing C skill could still suffice when in those situations. I still have Fortify Def/Dragons on her currently, and have Hone Atk and Drive Spd inherited but not learned onto her. Should I SP grind for either of these skills? What truly is the best C skill for Ninian (on a budget - if I could give her Panic Ploy or Shield Pulse I would)?
A buff skill would still be optimal on Ninian's c slot since she won't attack as frequently as your other units. In addition, making Ninian attack in order to activate the buffs will only put her at a higher risk of being taken down by enemies. The Light Breath refinery buff is best used during enemy phase in tight situations.
i would go with drive Spd or hone attack depending on your team comp.
if shes the only blue unit i would put TA with drive speed because in that case she will need to attack red units. otherwise go with Hone Atk/Spd to buff because she will usually be dancing. HOWEVER if you are on a dragon emblem team, there is no reason not to run fortify dragons( for obivious reasons)
