Train Caeda or Shigure?

I need a flier, but I can't pick between Caeda or Shigure. I have to say, Caeda is a possible +10 project (already got 10 of them -_- ; only one missing)
But I already have a +10 project ongoing (Felicia)

Which one would you train?

One is a red flier and the other is a blue flier, so the choice would pretty much depend on which color are you missing or need more in your team, where you are planning to put either of them.

Shigure is more offensively impressive right away, whereas Caeda needs much more investment (a couple of merges to have similar stats as Shigure and divine dew for a weapon upgrade). I like Caeda more, because of her weapon, so I would train her, but Shigure is objectively stronger, so if that's what you care about, train Shigure.
