+res -def is about the same as neutral, I mean, she's not going to survive more than one hit to either defensive stat with either of those two IVs. Iono, maybe +res -def because someone might have some borderline strategy to handle Veronica that's based on her having 19 res and not more? Let's be real, that's so rare it's not going to make much difference in the long run, ja?
