Too many heroes... Help please!

I desperately need to make room in barracks, but am totally unable to decide how to inherit (who would be optimal beneficiary of which skill). Some bad IV units I wish to lose:
6x Eirika Restoration Lady
5x Gordin (is +Res/-HP worth keeping?)
4x Titania
4x Athena (other 2 are so-so)
4x Boey
4x Clarine
4x Tiki (Naga's Voice)
3x Legault
3x Wrys
3x Corrin F
2x Corrin M
3x Hinata
3x Hana
3x Subaki
3x Selena
3x Sophia
3x Seliph
3x Roy
3x Matthew
3x Azama
3x Soren
3x Sully
3x Lissa
3x Hana
3x Frederick
3x Olivia
3x Peri
2x Cherche
2x Maria (third is ok)
2x Kagero
2x Setsuna
2x Sakura (Loving Princess)
2x Eliwood
2x Sheena
2x Leon
2x Reinhardt (third is +Atk/-Res)
2x Raigh
2x Camilla Bewitching Beauty

All above are 4* or less. I'm thinking that with merging, unit loses benefit of merges if I decide to upgrade to 5*, but surely there must be some units whose promoting is not worth the feathers.

Some of my 4* units with good IV: Reinhardt, Marth, Ogma, Hinata, Selena, Palla, Sophia, Tharja (Dark Shadow), MorganM, Effie, Maria, Lissa, Cherche, Legault, Leon.

Among my 20 5* units only Fallen Robin, Faye, Mia, Noire have very good natures, others are neutral or lacking.

I am F2P still going through stories, and not really interested in Arena battles/rankings. My style seems to be more attack oriented. Sadly, don't even have core team or favorites yet.

If you don't like the IV, why don't you make a combat manual out of the unit?

I'll say promote the +Atk Reinhart first.

Funny enough, a couple of friends of mine asked me something similar recently... let's see. I'll point one by one the units in your list. Now, every unit is (somewhat) viable if you're willing to spend the resources and/or build a team around it, so if you (or any reader) like one of this units, feel free to ignore my opinion (as it is just an -somewhat experienced and well informed but- opinion)
Remember that you can use manuals to raise the merge count on units (so you can safely turn characters in to manuals for future mergings)
