Time for a Unit Theorycraft
I ended up convincing myself that I really wanted Nils, and I know a lot of other people do, too.
Nils is Ninian's brother, and they're the same stat-wise and ability-wise in Blazing Blade, so I aimed to make them very similar, with some very small differences so they aren't complete copies in Heroes.
In this theorycraft, Ninian and Nils share the same BST, but have very small stat differences. Nils has one more point of Atk and Def, but one less point of HP and Res, Spd remains the same. Ninian has Fortify Dragons, so I gave him a Dragon support C skill as well. (It can be the Hone, Ward, or Goad; Fortify is unlikely as Ninian has it.) His B skill can be a dancer's skill since he is a Bard; (Plays a flute) It can be any of them, but I perfer a Dual Booster. Another difference between them is they wouldn't share color, Ninian is Blue, Nils would be Green.
Just like Ninian, Nils wouldn't be good based on stats, but rather utility. I didn't want to make his stats meh, but it keeps true to the fact he and Ninian share stats in Blazing.

Yeah, he would be perfect as a free unit. He would be a f2p version of a 5 star exclusive hero with a few small differences + it would be a chance to bring some interesting/rare skills, like you did for example, because goad dragons for free would be a pretty insane fodder option.
There are basically two ways of Nil's introduction in FEH imho.
1) Something insanely powerful in the regular summoning pool - like a 16mt breath that gives +6 to atk and spd when you refresh an ally.
2) a green copy of Ninian given as a free hero.
