Deals 10 damage to target and foes within 3 spaces, if Unit's Def ≥ foe's Def +5 foe cannot make a follow-up attack

Refine: Unit can counter attack regardless of foe's range, foe cannot counter attack

... Not sure how I feel about this. This seems like a staff for a Pain+++ build, but with a built in Close Counter.

Doesn't really add anything "new" to the table, just makes the job easier.

Well I mean the only damage he is actually able to deal is from Pain damage, even units with extremely low res bearly take damage from him without pain

So why not have him deal damage a different way? Like his damage is calculated using his defense rather than his attack stat.

Pain+ builds are pretty much the only builds healers run now a days, so having a healer finally get a Prf should entail a change in how they function, in my opinion, rather than encourage the same boring play style that the community has limited them to to begin with.

Hm, Damage based on his Def.
Mt 14:
Calculates damage from staff like other weapons. If unit's Def ≥ Foe's Def +5, Unit's damage is Calculated based on Def and foe cannot make a follow-up attack.

If Azama does get a refine, I think it would need to augment his bulk and give him a way to do damage.

So something like:
Calculates damage from staff like all other weapons. After combat, inflicts status effect (unit's attacks target highest of foe's Def/Res) on target and foes within 2 spaces of target until their next action.

If unit's Atk < foe's Atk -5, unit gains Atk/Def +7 during combat. (Refine effect)
