Because she's +SPD -RES running a Blade tome. The additional speed is far more helpful to her especially after Desperation is triggered. Granted, she'd probably do even better with Hone Fliers/Fury but I've never pulled Hinoka so I went with the budget option for now.

It makes a difference in the high speed meta we've been in... Much more of a difference than the extra resistance. It's been a long time since I ran the calculations but if I recall correctly, at -RES, she survives more match-ups and secures more KOs with Darting Blow over Swift Strike.

One specific example: if she has the SPD +1 seal on her on top of those 2 additional points she can double neutral Brave Lyn wielding Mulagir. Which is enough to secure the KO provided Desperation is up.
