Takumi: Fallen Vessel

At the time, I got the 3 star Fallen Takumi, obviously with his neutral stats, but then, when I upgraded him to 4 stars, his stats were actually lower than usual, his attack reaching merely 15 when it should be 18. Is this due to a certain mechanic I'm not aware of? Is this normal?
