Is tailtiu available at 3 stars?

just IV checked some of my units and noticed i have a 3 star tailtiu but this site says she's only available at 4/5?

was she a reward or something?

Yup, she was a reward from some special maps

But let’s be real, she needs to be a 3-4*.

her stats are blue nino

It'll be a matter of time before she gets demoted along with other 4-5* units from Book II.

I believe she was a reward, so the IVs would be neutral.
