Tactic skills Explanation?

No matter how much I read the description I really don't seem able to grasp the concept of how skills like Def Tactic or Ostia's pulse work. Could someone be as kind as to explain how such skills operate? How are they activated? What in the world does "if the number allies' movement types on current team <= 2" mean?

Does it mean i cant have, say....more than 2 infantry units in my team or else it won't work?

You can only have 2 or less infantry units in your team in order for it to buff your infantry units. Same with armor, flying and cavalry.

basically You need to have no more than one type of each movement type in the team,

It is confusing. For an ally to use a tactic you may not have more than 2 units with that movement types of that ally on the team. It's easier to understand with examples:
Siegbert has atk tactic and is a cavalry unit. For it to work you must have just another cavalry unit on the team, so that movement type (cavalry) is 2. tactic will work.
Let's say you put 3 flying units and siegbert since there is 1 cavalry unit tactic will work right? wrong, you have 3 flyer movement type and tactic will not work.
Hector is armored. Ostia pulse will work with him, another armor and 2 cavalry? Yes because the total units of a given movement type is 2 or less. That's it. The total amount of units in a given movement type must be 2 or less.
