No, they are both field buffs.

As far as I am aware when buffing, skills that buff, where you can see the buff in effect (your buffed stats turn blue) displayed buffs, cannot stack such as hone, tactics, fortify, rally and defiant skills. But buffs like drive, goads, wards, blow and spurs stack due to them being combat effects can stack.

You can although have a unit that was buffed with hone, fortify tactics or rally with multiple combat buffs like hone, ward, goad.
