Surtr's Son?

Basis doesn't tell it's a genealogy of war character, at least Julius Is coming, but he has long red hair, besides of using book.

Surtr have a beard, but the guy not, so i don't think that is Surtr.
Maybe his son or brother.

I didn't actually notice him when I watched the video, I was just thinking about the new characters and their skills introduced. He does have a bit of that resemblance but I doubt it'd be his son, surely the sisters would have dropped at least some hint of his existence by now?

Since there's no other event accompaning the banner he's probably not obtainable and that would make it likely he's a story character, like Laegjarn? Maybe he's Surtr's brother like For Panne there suggests.
