Honestly I find surtr pretty manageable
Most people avoid armour march on him as it screws with his weapon and c skill and a lot of people like to try to save his speed with wary fighter and give him guarding bulk with his stance skill so he's easy to hit and run with mages
Am I the only one?

The AI is hopeless, but if you can snipe all their Eirs and chip him with pain+ and stuff some sword or high atk axe can probably finish him

2) Is he getting healed for 40 every turn?

In most scenarios yeah, he is easy to deal with.

BUT, in the specific case of tier 21 arena this is not the case most of the time. Usually you can't afford to run mages or if you do run a mage he isn't your bonus unit. Managing him in weeks where your bonus unit is blue or green may be next to impossible depending on the unit.
