Stupid project, but which blue mage?

So I want to start a new joke project: A blue mage support. Sealife tome, wings of mercy drive skills, dual rally, all that fun stuff. Just which blue mage should be the lucky one?

Oh.. so a "meme" build?

Not good with recommending units for those... I guess it doesn't really matter what unit you give it to since, at the end of the day, they'll just be nothing but a joke.
