Though Steady Breath does improve Vengeful Fighter as VF only gives increased cooldown on your attacks whereas SB gives it on received and dealt attacks, essentially leaving VF as a 50% limit Quick Riposte.
I'd be inclined to agree. The extra 20% QR range is good but unless you really love the unit and want them to be enemy phase only, normal QR3 would surely do.
