Steady Breath and Cooldowns

Maybe it's just worded oddly, but my experience with Steady Breath hasn't been great. I got two B!Ikes and inherited one to Nowi. It didn't seem like she was getting to her special any faster, and when I read the text, it seems backwards.

Steady Breath - "gains Special cooldown charge +1". Wouldn't that ADD to the cooldown charges? And that's what I see when I fight with Nowi. But everyone seems to love it, so clearly I'm missing something.

Consider Killer Axe which specifies "accelerates special trigger (cooldown count -1)". Those decrease the count once per attack, right?

What's the deal? Why I am dumb?

Nowi's added special charge count comes from her weapon, Lightning Breath. She received a larger special charge count to nerf her Distant Counter weapon. Steady Breath works like Heavy Blade in which attacks will reduce your special charge count by 2 rather than by 1.

It only works on Enemy Phase, so when your Nowi is attacked. And it is one of, if not the strongest A passive in the game.

Nowi can unleash Aether on her second attack (with Quick Riposte) if she gets hit twice. The cooldown reduction also counts for your retaliatory attacks. So enemy attacks once, Aether goes down to 4, you attack, down to 2, enemy attacks second time, down to 0 and you retaliate with charged Aether.

Even with the +1 cooldown from Lightning Breath, you can use it every round of combat. That's why I am happy to have pulled a +att-spd Nowi. It's nuts.

Cooldown CHARGE +1 = Special CHARGES up more quickly (Heavy Blade, Steady Breath, etc.)

Cooldown COUNT - 1 = Initial countdown of special is reduced (Killer/Slaying weapons)

Cooldown COUNT + 1 = Initial countdown of special goes up (Lightning Breath)

Notice that Steady Breath only works on the enemy phase.
