What is the max that can be added to each stat (Atk, Spd, Dec, and Res.)

If you're talking about spurs/drives, then there is no max. If you're talking about Hones/Fortifies, the max, I believe, is 7.

Rally skills fall into the same category as Hones and Fortifies because they are 'Visible Buff' skills.

Visible buffs - Hones, Fortifies, Rally's, Tactics, Waves, Defiant's, etc. When they are active, you can see the numbers on your units turn blue.

Invisible buffs - Spurs, Drives, any effect that says "...in combat.." or "...during combat.." (can't remember which) are skills that are *only* active during combat. These skills have no cap on how much the stat can increase.

Couple units that has highest invisible buff potential are
Marth( provides small buffs to all stats-hp)
Corrin( gives 1 unit great buff to all stat-hp)
Camilla( grants great atk/spd buffs to calv and flying units)
NYazura and NYcamillas weapon as well as NYcorrins weapon provides def/res buffs
Those are the few that I remember. Prob more out there that I forgot
