Lukas would be my top pick, he likes the cool down effect and doesn’t have the base resistance to utilise Berkuts Lance effectively. Nephenee for the same reasons.

I think it would be better to know what lance units you have so we have an idea on who you should be giving it to. Otherwise we'll assume that you're considering every lance unit for review. IMO, omitting any unit with a prf weapon, physically bulky units like Effie, Gwendolyn, and Lukas can benefit from the weapon.

Well, imo Slaying Lance is optimal for its original wielder, Nephenee, when it comes to a player/mixed phase build. I remember her being able to tank a hit on the enemy phase, and then ORKO Brave Ike with a double Wrath-empowered Moonbow on the player phase(happened to me twice). Fast, decently bulky units like Oscar might like it as well, since the refined weapon increases their bulk at least by 5 points, allowing them to perform quite well on both phases.

Usually Slaying Lance is chosen for enemy phase units rather than player phase ones, but it's mostly because it's hard to compete with the sheer power from Brave Lance/the safety from Firesweep when it comes to player phase builds. Units that like Brave/Firesweep weapons tend to choose Slaying Lance for a mixed phase, generalist build rather than a full-player phase one. That's not to say they can't focus on player phase, though. These are just some examples for player phase as you mentioned, but it doesn't mean that Slaying Lance is bad for enemy phase. Lukas is an example of a unit that prefers Slaying Lance because he doesn't really have the mixed bulk to work with Berkut's Lance unless you heavily invest in his resistance.
