Give him his basekit and your job is done. Those IVs are amazing.

For starters just use his base kit
then give him atk/def bond or brazen atk/res as his seal
oh and give him pivot or swap
if u r into arena, give him a dual rally skill like atk/def

With Those IVs,You Can Run His Base Kit.

I wanted to leave something sarcastic here :/ as the others pointed towards beginner I'll be nice. Pretty nice IV imo. Spd won't hurt him that much
