Is Special Fighter the best Fighter Skill?

I was looking at and and realizing just how powerful it is. So much so that I started thinking that it might be better than Vengeful Fighter for defensive builds (Not sure if it would replace Bold Fighter on Mixed Phase units).
Based on how the text reads, it seems that it triggers regardless of whether your in player or Enemy phase.

I think. Do Special Fighter+QR seal on non B!Hector armored units and you have Steady Breath without an A-slot.

What it doesn't do is grant an extra attack, which means you might have to fire the special on your own turn (which isn't so much of an issue when it has the guard effect) or you need the QR seal or you need some other means of doubling (B.Ephraim comes with it; so does original Hector; fast armours can also be strong with it)

Extremely strong on armoured mages other than W.Tharja, I believe, provided they can find natural doubles.

Any Armor unit that has DC built into their weapon would still benefit more from the average build. Breath, Bold Fighter, C, Quick Riposte.
The one thing that stands out about it is the Guard part of it, where it stops the opponent from building special. I don't think it should be replacing Bold Fighter unless you have a way to double, like Ephraim's Axe, or high speed.
