Im thinking about summon Ylgr just to fodder her, but I dont know if its worth it, like, my Eirika already have Odd Speed Wave, so, what should I do?
If you already have her, never want to use her, and know for a fact that you'll NEVER want sorcery blade, then it'd be ok to fodder, but because you don't have her yet, I'd save the orbs. Spd Tactic is probably not worth the amount of orbs you'd have to spend to get her.

If you want that skill, now's the best chance.
But do you have a character in mind to use it?
It needs to be a character you use often on mixed teams that doesn't want speed themselfs (so Eirika might not be a top choice)
So a non combat-healer, dancer, or unit like Titania who can run 3 tactics at the same time.
Normal Olivia is assume?
That's indeed a good choice. She fits on many teams and doesn't have the buff weapon that conficts with tacitc skills.
You can run her with Eirika, but you can also run Olivia with a lot of other units.
Now the idea is neat, but you have to be sure you want to spent orbs for this.
Spd tactic is indeed a rare skill, but it's not as build defining like distant counter, the breath skills or the fighter skills.
On the other side, the chances on this banner are as good as you can expect for Yglr. 2 unit banners have a greater chance for focus units.
That's indeed a fear.
Well if it's just for Eirika, then skipping on it is an option, since Eirika doesn't need it that much (unless she's -spd)
Soon winter units will hit. Last year we got a bunch of amazing units, so they might be strong now too.
And 3.0 might bring some kind of change.
