Arden already has Follow-Up Ring wich works on both phases, and he is more of a player phase unit with his Brave Sword+, so he doesn't really need it.
Black Knight and LA!Eliwood are interesting, but they generally prefer Bold Fighter with Quick Riposte for a more versatile set.
Effie is in a similar point, preferring Bold Figher on the offensive sets and Wary Fighter on the defensive sets. However, Vengeful Fighter has a featured set, so check it out if you are interested.

LA!Hector already has his Berserk Armands' built-in Wrath, and if possible, having a B skill Wrath is more lucrative on him, as it will stack for a devastating +2 cooldown per turn AND +20 damage, on top of the permanent cooldown reduction of Armands.
That leaves Amelia, which has some featured Vengeful Fighter sets, and is the best choice in my opinion, as he can really use the cooldown bonus and does not have to worry much about the enemy doublin her. If you want some tipse, take a look here:

And finally, there is the non-discussed option of merging it to your Robin. Usually, it's kind of a waste, as a single merge does not add really much compared to giving up such a valuable skill, but considering you already have three, it might be worth going for it.
I also wonder why don't you just take out a random 3-4* unit and just leave it there. You can never have enough fodder of 5* exclusive skills.
