Some skills that could be added...

(B Skill) Lifetaker (1/2/3):
If user initiates combat and defeats enemy,regenerates 10/20/30% of unit's max HP.
(B Skill)Nihil (1/2/3):
If unit has >90/70/50% HP,prevents enemy from triggering Specials.
Basically Guard but instead of slowing cooldown,it prevents them from activating Specials.
(Special) Heavenly Strike (3 Cooldown)
Deals extra damage equal to 20% of enemy's Atk.
(Special) Rend Heaven (3 Cooldown)
Deals extra damage equal to 40% of enemy's Atk.
(Special) *Insert Name* (2 Cooldown)
Deals extra damage equal to 20% of enemy's Atk.
(C Skill) Parity (1/2/3):
When user's HP is (100/>50/>0),halves buffs on unit and negates enemy buffs.

Confused on the HP threshold for Parity. Also, Rend Heaven should be 4 count since it seems a little too strong.

Would probably be:
Atk Steal
Spd Steal
Def Steal
Res Steal

Chivalry (Xander's exclusive skill)
If enemy's HP = 100%, inflicts Atk/Def -5 during combat and inflicts special cooldown charge -1 per attack.

Air Superiority 1/2/3 (Flier exclusive)
Grants Atk/Spd/Def/Res +1/2/3 if in combat against a flying foe.

Parity should be worded like this:

Parity 1/2/3:
If HP <= 100/50/0%, neutralizes bonuses, terrain effects, and skills active on both unit and foe during combat and specials cannot trigger. Drives, spurs, defensive tiles, and weapons that grant drives/spurs are not applied in combat.

Malefic Aura 1/2/3:

Inflicts Def/Res -2/3/4 to foes within two spaces during combat. Essentially Drive/Spur effect but on foes.

A while ago, I thought of how to adapt Provoke to FEH.

If HP >= 70% and within attack range of a foe, foe cannot use support skills and must attack if able.

Assist: Rally Spectrum
Grants Atk/Spd/Def/Res+4 to all units within 2 spaces of target.
(Would probably be exclusive to Robin or Morgan idk)

B slot: Swordfaire/Lancefaire/Axefaire/Bowfaire/Tomefaire/Shurikenfaire
Grants +5 damage when Special triggers.

B slot: Gamble 1/2/3
Grants Atk/Def/Res-5 (level 1) Atk/Def/Res-4 (level 2) Atk/Def/Res-3 (level 3). Special cooldown charge -1. Cannot be equipped with Special cooldown reducing weapons. Cannot be learned by fliers and cavaliers.

A slot: Focus 1/2/3
If there are no adjacent allies, grants Atk+2/3/4. Inheritable by tome users only.

B slot: Relief
If there are no adjacent allies at the beginning of turn, restores 10 HP. Inheritable by fliers only.

C slot: Demoiselle/Gentilhomme 1/2/3
If unit is within two spaces of opposite-gender ally, grants Def/Res +1/2/4 during combat.

B slot: Deliverer 1/2/3
Unit can move to an adjacent space to an ally if they share the same movement type and are below 30%/50%/70% HP.

B slot: Wyrmsbane 1/2/3
Grants effective damage against dragons when HP=>100%/50%/No HP requirement
