Is this Silvia worth buiding?

I got a 4 star +Spd, -Res Silvia on the Halloween banner this morning, making her my first one. Is she worth building (not a priority, but at some point)? Or should I just wait for a better one to come along?

Depents if you already have a sword dancer.

Speed + is great for her. If you give her a def refine and a skill like spd/def 2, she can have quite workable mixed bulk.
(45 hp, 23 def, 34 res in enemy phase)

Sure she'll hit like a wet noodle, but that doesn't matter.

well, you can just give her safeguard from her daughter, some buffing C/SS and wings of mercy, then she is good to go.

Depends what you want to do with her. You're looking at one of the good IVs, and Vergessen rightly points out that this one leans towards mixed bulk and survivability using safeguard.

If you're willing to wait, I'd actually suggest -HP because weapon refine gives a substantial boost to HP to bring her back above 40, and she does have the potential to take multiple hits on her res so I wouldn't give it up even on a safeguard build.
