This should work for budget.

Young Azura doesn't need much to perform well, combat-wise and support-wise. I appreciate that.

Book of Shadows + Spd/Res Bond is a very good combo. Spd/Res +5 via Combat Buffs and essentially +4 to very stat via foe's -4 Spectrum Combat Debuff.

Deluge Dance because it buffs 2 different stats for +3/4 Spd/Res on allies over Torrent Dance, which buffs one stat for +5 Res. I have no Silvias, so Torrent Dance will do for the time being.
Wings of Mercy/Escape Route is better, yes, but it gets boring after a while.

Drive Speed is a basic yet effective support skill.

Moonbow is also basic yet effective, but for combat, if need be.
