Should I keep pulling?

Now that I got all winter units except for Chrom, should I pull for extra Tharjas for vengeful fighter/Close counter? My Guard Bow Halloween Jakob could really use the fodder and I could also use a better IV (+Res -Def currently)

i would wait to see if there is a legendary/new years banner. if they just come out with a new units banner, i would go for it, but there is really no reason not to wait if you have everyone you wanted

That largely depends.

Are you crazy like me and want to build a terrifying legion of vengeful armored behemoths (or in this case a terrifying vengeful butler that isn't paid enough)? Yes.

If you have enough good units at your disposal, skipping the legendary banner in favor of the limited-time seasonal units for their skills is relatively inconsequential, and it'll likely be a very long time before the likes of vengeful fighter become commonly obtainable.
