Should I heavily invest in normal Chrom?

TL;DR: I'd like to know if I should use a Chrom with maximised potential, or at least what I see as maximised potential, and if he's viable enough with the build I plan to give him (image included).

Chrom is seen as a completely outclassed sword unit. His his title 'highest base atk as a sword unit' was stolen by Soleil, and many other aspects that made him viable is now also given to recently added units, who are way better than him. Not to mention in the most recent banner a better version of Chrom with a better legendary weapon that is even better than a refined Falchion came out. However, based on my bad luck and the fact that I want to save for the CYL banner, I won't be pulling for E!Chrom anytime soon.
So I fiddled around with a battle calculator and I came up with an idea to salvage Chrom. The result was quite impressing and it made me realize that Chrom isn't as bad as people think. Now I like Chrom as a character and he's one of my favourite Lords. I don't mind his art in FEH, it is even well-made in my opinion.

Chrom is by no means a bad unit, people just like to dramatize everything by saying that the only thing he's good at is being Aether fodder, which not true even before Falchion refinement.

Chrom is actually one of the FEW sword units I wouldn't mind using. If you want to use him, then go ahead. There's really nothing "absolutely wrong" with him. Hell, even a +Speed Chrom is workable thanks to his Falchion refinement.
