Should I fodder off Veronica for her Close Guard or Windfire Balm+

I just got pity broken by Veronica on the CYL 2 banner. She has decent IVs (+Atk -Hp), but I already have a healer and don't care much about her character. I'm just wondering if her Special or C skill is more valuable (not just from an Arena scoring standpoint).

Close Guard is pretty helpful in Arena, as most units you see in high-tier Arena are melee. However, Close Guard may be released on someone less valuable or whatever, so you should save her because of her great base kit in general. But if you really want to fodder her off, then go ahead.

Edit: Didn't see Windfire Balm at first, it's a really good special. However, you might as well wait for a potential worse unit with it, because you can't fodder off both Windfire and Close Guard at 3, I think.

Her dazzling buff/debuff ability is really useful and no other unit has it with the dazzle. Are you really going to throw that away with such a strong IV just for close guard or a balm?
