what is the best IV for Shigure?

Generally it depends on the build but you can rarely go wrong with +Atk or +Spd. Is this in regards to regular Shigure or PA!Shigure?

i have 2 best iv shigure regular:
+atk -res
+spd -res
which of the two is the best?

Do you have a special build in mind? or plan to use one of the recommended builds? If you keep Harmonic Lance on him, +Spd and a low cooldown special should work really well.

Build the +Spd one, If you find his attack lacking you can always merge over to the +Atk one (keep in mind you will double a few less opponents), but I think you will find the +Spd works well.

Scratch that +Atk with +Spd refine. This kind of nets the best of both worlds.

This is actually a bit difficult to call because his stats sit in a slightly awkward spot if you ask me. 33 atk is a little low and he's already very fast, but he's blue so he wants to win against the fastest swords in the game, so he could very well consider +spd. Depends a bit how you play, what the context is. PvE, probably +atk all the way. Lance refine, A-skill, and buff and he will be plenty fast, and those guys have stupid amounts of HP, plus you don't normally see unts with 47 spd. In arena, +spd against those hyperspeed threats, +atk against probably everyone else.

The one thing I would say is that +spd is probably preferred in 99% of builds using brazen atk/def to tank multiple hits to his def.
