If this is the original Reinhardt, then you can just wait until you summon 3- or 4-Star a +Atk one and merge onto that. Until then, a standard build still works well, even on -Atk.

I feel your pain. The last 3 Reinharts that I've rolled (sure, they're 4 star but this is before he dropped) were all -Atk +Res.
