Why Deflect Magic 3 doesn't work against Brave Veronica? Does Wrathful Staff ignores the Sacred Seal, or maybe Staff attacks is not considered as magic?

Staves aren't considered magic. Only tomes are counted as "magic," so no dragonstones or staves. Same thing with Sigurd and divine tyrfing, it won't reduce damage from staff units on the first attack.
