From the looks of the tweet yes I'd say only Robin and Navarre return. Interesting choice for Navarre since he was really recent.

In the future, they'll probably have all the Grand Hero Battles up forever, so new players will also be able to obtain these heroes.

Damn, I really need Narcian though and since we can't gain these heroes back again I can't inherit B Tomebreaker lol.

There will probably ways in the future to get more than 2 copies of each GHB. IS, the developer of this app, has changed their plans for this game drastically since their original release. The current limit of GHB copies for a unit is likely not permanent: especially since certain skills are only obtainable through the GHB. They will either release more characters with the GHB-specific passives or give us a way to find more copies of the GHB.

They are the same GHB so if you got them already, they are checked off. There are quests now though that will allow you to earn extra copies.
