I'd say use her, her offenses are untouched and she's an amazing offensive blue infantry mage, and she really only needs desperation and an assist to inherit.

Personally I really like Ishtar as a unit, and as someone with 7 different 5* blue mages she's in my top 3 favorite to use because of her offensive capabilities. Alongside Micaiah, because of mage tanking plus thani, and B!Ninian, because flying dancer.

i like foddering her off for odd atk wave. imo best C skill on a full offensive powerhouse. if u have no one like that then prob save her then. lilina has great nuking potential with odd wave. fully atk invested vantage M/Fgrima can also use odd wave well to ensure 1 hit ko in vantage range. and alot of other good blue mages like delthea/linde/lute. overused reinhardt and raven robin

Man, unless you don't need the strongest blue mage this game has to offer then you fodder her out for atk wave. But truly, take a look at her and her astounding +10spd +4 Atk (+10 in odd turns) of her BASE KIT player phase and the 1 turn CD moonbow or glimmer that she has and put her into your team composition. She is, by no means, a pity breaker of any kind. She's a beast delivering pain and suffering in red to green units alike. I've got a +atk one and It's very rare to her not to 0KO a unit she engages.

And just for the record I've got Linde, Delthea, Rein, Micaiah, May and, besides Lute (+atk) nobody is anywhere near her shadow in offensive prowess. She even beats Lute because she don't rely on any Ploy to spread massive despair into enemy lines.
