Okay, my personal take on Sigurd is that he stands out due to his ability to *survive*. Seriously, this dude can survive baiting most things with just his base kit. He has good defense backed up further by CD, his weapon effect and his B skill mean he laughs in the face of mages of any color, and he has enough speed to avoid a lot of doubles (even more with horse buffs). And then, when the enemy has finally whittled his health down low, whoops, there goes miracle. And once you give him horse buffs, Sigurd has the tanking power of a god. He is *incredibly* hard to kill.
In short, I don't think there's anything wrong with those IVs. Getting ORKOs isn't his strong suit regardless, and being +res means he'll even be able to survive the inevitable incoming DB4 Reinhardts, and may even help him a bit against wolf mages. Some builds will suggest giving him a more traditional DC and QR - don't do it, you have other horses for that. (You *could* give him the QR seal if you wanted, but I wouldn't replace his B skill, and personally I prefer DD in his seal slot.) Sigurd will never have the flash of Brave Roy or Ares, but when you just need an unstoppable, immovable wall, he is your man.
