Either one, yes, that -Atk bane does sting a bit, but slapping on a QR build + Moonbow still gets the job done
The +Res is pretty usefull, making her a far more effective magic tank with that superboon of +4
She is suitable for either one, being in a flier team can utilize her Distant Counter ability really well, taking out pesky archers who pose a threat to other fliers in your team
Meanwhile in a dragon team, she can take the same role as mentioned but keep in mind that other dragons can perform the same role as well so you have to decide upon then
Ultimately, it depends on the units you will use and their roles in your team
