You can try, but he won't be doing nearly as much damage as he could with a neutral attack stat.

In fact, unless you really like him, I really wouldn't bother, although that's mostly because I hate using him. xD

Yes, go ahead and build him, he can still be useful.

I'd say keep his base kit for now seeing as he has -atk. Although he can still hit pretty hard with death blow and his brave weapon. But I don't think you should invest too heavily unless you really like reinhardt.

He's a bonus unit for arena now so unless you have better ones build for that but don't invest heavily, Atk bane sounds bad even though I haven't looked onto him.
