Reina is a lot like Valter...

They have the same color hair, obsessed with the death of their enemies, generally a bit creepy, uses lances, flies on a beast.

I can't remember if all the Fire Emblem worlds are the same universe or dimension or whatever.

Could it be possible if they were related?

I think it'd be neato, no wonder I like Reina so much.

Okay, there are 4 FE universes.
(Games in Chronological Order)

The Central:Fates (age of the gods/dragons), Genealogy(exiting that age), Thracia, Shadow Dragon(Marth 1), Shadows of Valentia,New Mystery (Marth 2), and Awakening

Tellius: Path of Radiance then Radiant Dawn

Magvel: Sacred Stones

Elibe: Binding and Blazing Blade

Now, your direct answer is no. But, there are characters that have bounced dimensions. For example, Ike after RD left to traverse the known worlds to grow stronger, and as shown by Priam, and assuming his solo ending, due to no ending being cannon, lest IS specify it (or if there are children involved), he arrives in Awakening.

Now, back to Valter. The problem is that Ephraim rails him and just kills him, and I'm not sure he'd hold up relationship too long so no, other than there being no sign of Magvel dipping into the Central Universe, there's also the fact that he died.

I don't think many of those games are connected. If Awakening is anything to go by with outrealms, and stuff they say, i think the original 3 games take place in the same universe as awakening, Fates is a parallel universe with its own version of Gaius and Ricken for example, and Geneology/thracia *could* fit into the universe of Archanea as possibly between the first 3 FE games and Awakening, or even before them. The others are mostly in theit own little universes. After all, if Fates was in Awakening's timeline, how do you explain Grima, Naga, the divine dragon tribe, Duma, and Mila? Going into what I was saying about parallel universes, the First dragons could be parallel versions of the Gods of Archanea

Valter might have been more similar to Reina before touching Duessel's cursed lance.

According to Duessel, it maginified the dark parts of Valter's personality.

But I would say that the key difference between Reina and the Valter we know is that Reina is solidly at the side of good, even if she is bloodthirsty.
Valter doesn't care as long has he's having fun. He sabotages Grado if it means prolonging the war, and killed Glen and blamed Eirika to send Cormag after her just to have fun. Those are things Reina won't do.

I think Reina is more of inspired by him. Blood thirsty possibly psychotic blunette flying atop a flying beast? Yep. Plus both use lances.
