Regarding Dorcas with a bad IV

It's not one of his best IV sets but it's not a bad one either. Yes, -def is not a nice bane to have on someone like Dorcas but he still has 32 defense. Meanwhile, +HP benefits his Infantry Pulse and units like Seliph and Karel(47 HP at neutral) will get their special cooldown reduced but they wouldn't if you had neutral HP Dorcas. It also benefits skills like Panic Ploy and Boost skills(if you want to run a Boost skill, Earth Boost is a +6 which could help you fix the bane, although you would have to sacrifice Fierce Stance) and increases his general bulk.

Dorcas is a top tier unit anyway. If you have a spare Brave Ike, Steady Breath is a great option for his A skill. Other options are Steady Stance(Black Knight and Shiro), Fury(although he wouldn't really benefit from the additional speed, except for the fact that he wouldn't get doubled by +spd Hector and neutral spd Brave Ike. It still makes him bulkier, which helps him fall into Vantage range a bit safer) or Fierce Stance, which is the skill he comes with. Close Defense improves his melee-dueling potential, and Distant Defense is another good option if you want him to duel ranged units. With 48 HP you can also run Fire, Water or Earth Boost(he doesn't really benefit from Wind Boost). As for B skill you have two basic options: he already comes with Quick Riposte and he does really well with it, but you can also give him QR seal and use Vantage as B skill. Guard is another option if you want him to face Reinhardt and don't want to care about QP Moonbow.
Since yours has an HP boon and he already comes with Infantry Pulse, I think you don't want to replace it.
For sacred seals, I'd say Distant Defense, Close Defense and Quick Riposte are the best ones for him. Attack, Def and Res seals are also decent. Draconic Aura is probably his best special with those IVs except if you don't run Fierce Stance because Bonfire would give him more damage(even with -Def). Ignis/Aether are probably better for the Steady Breath build, so consider that as well.
