has anyone summoned them at 5* recently?

do they come with their + weapons already learned or do they come with their new prf weapons already learned?

They all need to learn their new weapons. They come with their default 5* weapons from the pre-update.

Pulled a 5 Star Raven after the new weapon/refinery update the other day. He has his Brave Axe+ learnt by default, but not his shiny new Basilikos. You'll need to farm up SP and learn it manually yourself.

They come with their + weapons if summoned at 5*. Raven comes with Brave Axe+, Hinoka comes with Brave Lance+, and Caeda comes with Armorslayer+.
If you're asking about the upgrades past that (Basilikos, Hinoka's Spear, and Wing Sword or Armorsmasher+), you'll need to gather the SP to learn those.
