Rarest skill between those 2?

Long story short, I gave my +Res-Def Brave Ephraim Distant Counter a few months ago, maybe because I was excited to get him with the only possible superboon (though the bane was shit). Today I'm really tired of him, and many others would benefit a lot from his skills kit. So what would you consider the most useful/rare skill between Special Fighter and Distant Counter? I know that the first is kinda unique to him, but DC has always a great addition to dozens of units, and I could give a unit Aether in addition to it

Don't. Both are a waste to fodder into nothingness. Brave Ephraim will be a fine unit for Arena Assault if you don't intend t merge him.

He has great stats and is relatively IV proof. Give him the close defense seal to make up for the bane, perhaps. He's in the regular summoning pool so you might get better IV's. He is a top tier unit so I think it's worth it to merge him rather than fodder him, especially since he already has distant counter.

But to answer your question, Distant Counter is on 3 different Hector versions and has been available since day 1, granted one is seasonal but Lector is almost guranteed to be available periodically on legendary banners. Special Fighter so far is only available on Ephraim and has only been out there for 2 months, so that is the rarer skill.
