Question on Shiro

- atk is still 52 attack when foe is initiating, so still pretty strong. And the speed boon is cool to avoid being doubled by stuff that shouldn't double.

For a budget build just slap quick riposte and bonfire/ignis. You're good to go.
For a non budget build, steady breath > steady stance, and you can go for either Ignis or Aether.

Just be careful around mages/dragons and you are good, even against some axe users.
