Question about promotions

So i was more hesitant on upgrading a 4 star to 5 star, but I’ve been doing it whenever I can now, and the next candidate seems to be catria, I just like her as a character, but then there’s Cordelia, the much better blue flier...according to the tier list (which I take into some due consideration) and I like Cordelia too, but the ones I have bad IVs, while my Catria, has better (by that I mean +Speed -Defense, which I know isn’t optimal) I dunno what I should really do

I can't speak for Catria as I have never used her, but I do have a 5 star Cordelia with non-optimal IV's and even with that she has been very useful to me, especially with the all fliers team quests for the daily GHB

All of mine are -speed, the only that’s neutral speed happens to be -attack, its just...I feel as if the Catria atelast with the IVs I have is better I dunno, besides,I have like 7 Catrias and 2 Cordelia’s, I don’t know if I should just get Cat to level 40 4 starand leave her like that until I get a good Cordelia or what

If you want to 5* someone asap, I would still suggest to 5* Cordelia, with -Spd she can still run a Brave Bow Set with Death Blow, Hit&Run, any C, +3 Atk Seal pretty effective.
My Cordelia is -Def/+HP and she doesn't quad most of the time, even with Swift Sparrow, except if she is next to her best pal Elincia wich gives her +6/6/2/2.
Cordelia is just much much better than Catria(even tho I really like her artwork) and if you happen to get another optimal IV Cordelia you can still merge her. I know that sounds like a big investment, but if you want to use her on your main team, it's worth it.

Also, another question somewhat that’s related to this, let’s says I have 3 fliers, should I have a fourth in my team or like a colourless or a buffer, etc?

If you like Catria then definitely go for her if you feel like you will get more use out of her. As for the fourth team member, wouldn't a buffer be a unit with flier buffs? The other options I can think of include Sanaki with her refined weapon as this requires flier teammates, or a dancer. If you choose dancer, make sure one of the other 3 fliers the has guidance sacred seal to help out that dancer.
