I've read multiple places that QR2 is good enough, but I do have QR3 fodder. Between +Atk/-HP 5* Nowi and Xander, who would you put QR3 on first? (If it matters, I do have 3 other Nowis that will be merged into later on).
They're both tanky and counterattack hard, so just use your judgement/preference on that one. Between what's better than the two, it's obviously the last version of the skill. People just go with the 2nd one because it's a lot more accessible and tends to get the job done more often than not.
