IMO IV matter the most when you want to max merge a unit for the arena.

Ye the atk bane is bad. But he has access to 22 dmg bonfires that will allow him to secure the kos he needs

He will have one of the highest def stats in the game with that def boon. Not bad at all even when combined with the unfortunate -atk.
