Pulled Celica on New Power/Question

Brave Celica, that is.

Does anyone know if this game secretly has altered pull rates for variants of the banner units? I've felt like this has happened a lot before, but with 3 and 4-star units. (Pulling regular Kagero a lot when going for Spring Kagero, for instance.)

This is the type of luck I wish I had.

It has the exact same IV as the one I pulled during the Brave banner, +HP -Res. That's... kind of weird.

Everyone gets a 5-star from a banner's opening summons eventually. During my best summon, I got a Nephenee and a Katarina (and a third something) when they were both a focus on a New Power banner - all in 8 orbs.

It's probably fo rthe best. I don't know why but regular Celica loves to just show up as -Atk for everyone for no reason

Nah I got +Spd -Res and haven't been able to summon another one ever since.

I'm impressed. Usually I only ever hear people upset over how bad their ivs are on Celica. I already have a semi merged God Emporer Lilina and a perfect iv B!Thotja and a few other red mages so im not too hung up on it. Alm hates me too... I don't know what I did to them. :(
