Weapon: Dancing Blade

Base effect:

If a Rally assist skill is used by unit, grants Atk/Spd+4 to target ally for 1 turn. (Only highest bonus applied)

This effect will stack up with the bonuses his Rally skill gives.

Edit; What I mean by stacking is that for example, if Laslow uses Rally Def/Res on an ally, then the Atk/Spd buff will come along said Rally skill. However, if using something like Rally Speed or Attack or Atk/Spd, only highest value will apply.

Refine effect: Fancy Footwork

Change all instances of unit's Rally assist skill from 'ally' to 'ally and allies within 2 spaces of target'.

A reference to his personal skill Fancy Footwork. His refine basically turns any Rally skill into a Rally Up skill. Instead of affecting its target, it will affect the target and allies within 2 spaces instead, just like how Rally Up works.

You should make it a "During combat" buff. The way it is now, someone could just use tactics, and it's not like Rally is ever used too often outside of Arena (for points).

Or is that what you meant by the effect stacking? Are you saying that he can stack visible buffs?

Eh, I think I still would've preferred a "During combat" buff instead. It's a cool support effect, but it's pretty limiting, especially since you have to use a Rally to get the skill activated, thus you're using up a turn that could be used doing, well, anything else.

If it was actually invisible, it could stack with visible buffs to boost his supportive capabilities.

It's a cool idea, but there's just a little bit of a problem: it's a +4 as visible buff, meaning that a Hone spd C slot and Hone atk seal can do the same exact job bot they wouldn't need you to waste the turn of a character.
If it's an in combat buff then it would be an entirely different question as in that case it would be quite usefull, it's the same reason Dance skills are bad, and in this case it's even worse as you give up on something like a Slaying effect for example

I would have made it +6 but I think that's kinda broken already. Setting that idea aside, if you get its refine, you'll basically get a Rally Up Spectrum. This is Laslow as a support oriented unit, not combat.

Still double Hone outperform that, you are not restricting the buff on the movement of a character.
You can always create something new, like untill the end of the turn the character gets +4 atk/spd during combat in the first fight he takes
