Poor Person's Flier Emblem?
So for the longest time I never bothered to build a really decent flying team, because I had this problem where I couldn't pull decent flying units to save my life. Bad ones (looking at you, Beruka and Florina), sure, but the more mid-tier ones like Cherche and Palla only ever came with mediocre to awful IVs, and the good ones eluded me entirely (as did Caeda somehow, so no Fortify Fliers for me).
Well, my luck has finally shifted very slightly. I still have no Hinoka or flying mages or Elincia (or Caeda, what the hell), but I pulled a +atk -hp Cordelia a bit ago (only 4*, but she's next on my promotion list) and I've already given her Death Blow and Hit & Run. And then, finally, the other day I pulled a Minerva as my free summon from the bound hero banner. My first 5* flier, and I've been playing since launch. She's +hp -res, and I don't even care, I'm using her.
So my question is who to pair with Cordelia and Minerva for a flying team. I'd mostly use it for the training tower quests and possibly AA; I'm under no illusions that they would cut it in the regular arena. Palla is an obvious choice as my only red flier, but I'm a little stuck as to the fourth unit. I could go Subaki to tank reds, Cherche for more firepower (I do have a bad iv Raven I've been considering sacrificing for his Brave Axe+, but I haven't done it because my best Cherche is only neutral, and I'm not sure I even need green firepower as much now that I have Minerva), or Florina to be a pseudo-healer. (I also have 4* Camilla, Catria, Clair, Est, and Michalis, but...meh?)
(For reference, everyone would have Goad Fliers except Minerva, who would keep Ward. And I only have one Michalis, so I'm not sacrificing him for Iote's Shield. This team's strategy when it comes to bows is going to be RUN AWAY.)

Well, it does for the training tower quests, but otherwise true, I have summoner-supported F!Robin as my go-to Raven mage and I'm sure she could fit right in. ;)
I gave up on Beruka early on, but that was before skill inheritance, and I'm pretty sure the one I was using was -atk. You think I should give her another shot?

I think she is a reliable tanky flier if build correctly. She has base 37 Defense as a five star if i'm not mistaken, so she can have 40 with a +def IV. If you happen to get a Caede and have access to Fortify Fliers and Ward Fliers she has 50 Defense without even using up any of her slots. Her rather low attack is not even that much of an issue if you give her Bonfire or Ignis. Along with still having 43 base HP, she can tank a large majority of the cast.

beruka is actually pretty good with some SI. 46 hp and 37 def is really tanky for someone with flier mobility. The main thing is to replace her special with ignis paired with quick riposte, so she actually has damage.
I think +def/-spd or -res are her best IVs to reduce the damage she takes as much as possible since she'll be doubled by everyone anyway and to increase ignis damage.
Giving her some +def A-skill and either goad fliers for flier teams or threaten atk for other teams.
I came across a rather annoying beruka and est in the arena once on a half flier team. So with the right IV's and builds even the more basic characters can be pretty strong.

You may try Narcian/Michalis/Valter as tanks. Each of them is quite good at that role.
Palla as red unit is also reliable, ofc Elincia replaced her, but if not for Elincia, Palla would still be first choice for red slot.
Cherche is still the best green option, you dont even need to make her 5*, give her that Raven's BA+ (tho im not for eating 5* if you dont have more copies of them, you dont know when they will become useful).
Anyway, make Cherche 4*+10 and give her Baxe+, and she will do wonders ( you would need spare drag back and DB3 tho, but you may for the time being use DB2 or Attack3). And when you get +atk one make sure you make her the one you are merging into.

Ooh, I forgot about Valter, he seems cool.
Better than drag back, I currently have two 4* Clairs for H&R (because the performing hero banner thinks it's hilarious and gave me double Clair while I was trying for Shigure). I also have 2 4* Kleins for DB3, so really I'm running out of excuses not to upgrade Cherche. Except for, as you said, I'd have to give up my only 5* Raven. But he's -atk and I haven't used him in months, and I do have a couple of 4* Ravens lying around, at least.

if you have extra ravens, do it. I used my 5* raven with crappy IVs, who was also my first 5* unit I ever got to build up +atk/-res cherche I apparently got around the same time.
Its definitely worth it, mine is currently at 4* +7 and hits 53 attack with atk +3 and she wrecks everything.

That's funny, Raven was also my first 5* unit. Well, one of two, I pulled both him and Fae in the same summon. I still use Fae (she's become kind of a monster lately), but poor Raven, while he was useful in the beginning, has become sadly outclassed thanks to being -atk. Might as well put his weapon to good use, at least. Man, between Cherche, Beruka, and Minerva, I'm going to end up totally set on green fliers. ;)

Maybe try to go Cherche, Minerva, Cordelia and Palla. Blue and Green brave weapons with 2x +6 will be enough to clean almost everything.
The problem will be bows ofc, but if you lure them and then use reposition to egt to them, they should be easily cleaned.
Not having a mage may seem to be a problem, but you were talking about training tower, not arena, so units i mentioned should be enough, especially since you can just roll for 3enemies map.
Another thing is CC, i think i saw video on which Cherche and Cordelia +Celica and healer clean whole CC11&12. So having team like this may prove to be damn effective in this aspect.
