I don't think it's the worst IV. It would be worse to have -atk or -spd. I don't think O can really reccomend you a good set, because her default set is good enough, you could slap QR in her B slot and use her default Swift Stance. Res Tactic is good to not change it.

You're right that it's not the worst IVs, however, I totally disagree with QR. She's -RES so it's not rly optimal. Her Swift Stance doesn't help QR either.

You're probably right, but because in the 100% of the builds, QR is included, I thought that in this case would be the same, like, literally, every other character in this game

I think you're overreacting. She doesn't need saving if she's already safe. Those IVs aren't the best but they're not bad. Because she's -res, Swift Sparrow would fit her way more than it would if she were neutral, instead of her default A, if you rly want to invest. Keep her default if you want to budget, it's still fine, though you only really benefit a lot from the Atk portion of the skill, the extra Res does help, but it's more worthless than Spd from Swift Sparrow.

The thing is, if she didn't have -res, both Swift Sparrow and Swift Stance are S tier skills for her. But because she's -res, Swift Sparrow is S+ tier for her while Swift Stance is S-/A+ tier. You should honestly treat her like she's neutral if you're looking for a budget build. -Res isn't bad if you want a budget build. Though if you want high investment, -Res is more of a thing to look at.

Honestly, Life and Death is probably the best imo. Although Swift Sparrow is good and leaves her Res alone, her 30 Res is kinda meh (not worth not having LnD) and she's better off being a very solid glass cannon. You could also give her Gronnblade+. It makes her bane even more acceptable if you're still freaking out.

TLDR;
Tome: Default or Gronnblade+ if you really worry about her -res being a problem
Assist: Flexible
Special: Options are the same except Glacies/Iceberg is less valuable so I wouldn't recommend it unless it's your own budget. Probably Moonbow or an Atk based special.
A skill: Life and Death > Swift Sparrow > Swift Stance
B skill: flexible, -res doesn't really change options
C skill: Her Default Res Tactic is rly good, her -res doesn't affect this.

Mine has the same IV and she's currently my favorite unit to use.
I run her with:

Munins Egg
Rally atk/spd
Glimmer
Atk/Spd Bond (Fury would be a budget option)
Wings of Mercy
Res Tactic
Def Tictac Seal

(I actually posted her just yesterday when searching for friends https://fireemblem.gamepress.gg/q-a/grand-conquest-1 )

Budget option for her A skill would probably be just Fury. WoM I use because she's mainly supporting my Grimette and gives her tictacs while still being able to attack really hard with 57atk and 45 spd (with bond, earth blessing active and an attack tactic buff). Budget B slot would be Desperation.

This is your best bet. I think you can swap swift sparrow with Fury and get a better return on desperation. I use this build on mine (different IVs) and I use def/res tactic to great success in sustaining my other units. She buffs like an Eirika, and strikes like a Nino.

its quite useful.
