Phantom Speed + Desperation?

I don't think so, but I thought about it as well. The problem is, that Desperation is a skill that doesn't calculate speed for its effect. To add on that I think that it will not affect follow-up attacks in any way, because they're not passive skills, just parts of the game mechanic.
